In this case, they are connecting the words "with," and one must remember that there should not be any spaces in between these two words when they are connected together in order for it to be considered an adverbial phrase. In this situation, it means that it is in a manner of speaking, but there are some people who do not appreciate this kind of question and action which happens after an adjective. The video also explains that if one has asked someone a question and they say "yes," "no," or perhaps something else, it usually indicates that they did not hear you correctly.
